Circulation Divisions in the
2011 Better Newspaper Contest

Circulation divisions 1-7 for legal newspapers will be determined after all entries are submitted to OPA.  Entries will be divided as equally as possible into three daily and four weekly divisions. When applicable, the lowest circulation divisions received the fewest number of entries.
Semi-, twin and tri-weeklies will compete in division 8, sustaining member newspapers in division 9 and college newspapers in division 10.
Newspaper circulations and frequency are determined by the newspaper's total paid circulation as shown on the October 2011 U.S. Postal Service statement plus the number of paid electronic subscriptions as reported to OPA.
